Cheapest rate by TDU
One line per transmission & distribution utility. The delivery charges are identical for every provider on a given TDU, so the only thing moving these lines is what the retailers themselves charge for energy.

Two lines per TDU: solid is the cheapest energy charge (REP-locked per-kWh rate), dashed is the cheapest total rate (PowerToChoose headline at 1,000 kWh including TDU delivery).
